Syftet \u00e4r att s\u00e4kerst\u00e4lla att lotsningstj\u00e4nsterna kan genomf\u00f6ras p\u00e5 ett smidigt och f\u00f6ruts\u00e4gbart s\u00e4tt.  <\/p>\n\n<p>I forts\u00e4ttningen baseras f\u00f6rhandsanm\u00e4lan p\u00e5 en tydligare modell som b\u00e4ttre motsvarar den dagliga verksamheten f\u00f6r fartygsagenter och hamnar, d\u00e4r:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>f\u00f6rhandsanm\u00e4lningar uppdateras regelbundet under dagen (kl. 06:00-12:00, 12:00-18:00 och 18:00-24:00) i st\u00e4llet f\u00f6r att enbart vara knutna till fartygets ber\u00e4knade avg\u00e5ngstid, och<\/li>\n\n\n\n<li>behovet av anm\u00e4lningar nattetid minskar.<\/li>\n<\/ul>\n\n<p>Modellen st\u00f6der en smidig lotsningstj\u00e4nst och en b\u00e4ttre gemensam l\u00e4gesbild.  <\/p>\n\n<h4 class=\"wp-block-heading\"><strong>Bakgrund till \u00e4ndringen: mot ett smidigare och mer f\u00f6ruts\u00e4gbart samarbete<\/strong><\/h4>\n\n<p>Bakgrunden till \u00e4ndringen av tj\u00e4nstevillkoren \u00e4r ett pilotprojekt inom f\u00f6rhandsinformationsarbetsgruppen med en ny anm\u00e4lningsmodell, som Finnpilot utvecklade tillsammans med fartygsagenter vid \u00e5rsskiftet 2025\u20132026.<\/p>\n\n<p>I utg\u00e5ngsl\u00e4get varierade kvaliteten och exaktheten i de f\u00f6rhandsanm\u00e4lningar som kr\u00e4vs enligt regelverket, s\u00e4rskilt n\u00e4r det g\u00e4ller avg\u00e5ende fartyg. Detta belastade den operativa planeringen, f\u00f6rsv\u00e5rade planeringen av transporter och vilotider samt f\u00f6rsvagade den gemensamma l\u00e4gesbilden. \u00c4ven ansvarsf\u00f6rdelningen i fr\u00e5ga om f\u00f6rhandsanm\u00e4lningar var tidvis oklar, b\u00e5de f\u00f6r Finnpilot och f\u00f6r kunderna.  <\/p>\n\n<p>Som l\u00f6sning inr\u00e4ttades en gemensam f\u00f6rhandsinformationsarbetsgrupp med representanter fr\u00e5n Finnpilot och fartygsagenter fr\u00e5n olika hamnar. Arbetsgruppen sammantr\u00e4dde regelbundet f\u00f6r att kartl\u00e4gga nul\u00e4get och gemensamt utveckla en mer fungerande modell f\u00f6r l\u00e4mnande av f\u00f6rhandsinformation. Inom projektet testades en ny trestegsmodell f\u00f6r uppdatering f\u00f6r avg\u00e5ende fartyg, utformad f\u00f6r att b\u00e4ttre f\u00f6lja hamnarnas naturliga arbetsrytm. Modellen ersatte de tidigare fartygsspecifika, tidsstyrda f\u00f6rhandsanm\u00e4lningarna och visade sig vara tydligare och l\u00e4ttare att f\u00f6lja. Pilotprojektet inleddes i oktober 2025 i utvalda hamnar och f\u00f6retag.    <\/p>\n\n<p>Resultaten var positiva: aktualiteten i f\u00f6rhandsinformationen f\u00f6rb\u00e4ttrades, antalet fel minskade och s\u00e4rskilt behovet av uppdateringar nattetid reducerades. Pilotprojektet st\u00e4rkte informationens tillf\u00f6rlitlighet och f\u00f6rb\u00e4ttrade den gemensamma l\u00e4gesbilden. Inom arbetsgruppen utvecklades dessutom regelbunden rapportering till kunderna om hur tj\u00e4nstevillkoren f\u00f6ljs samt en tydlig ansvarsf\u00f6rdelningstabell f\u00f6r f\u00f6rhandsanm\u00e4lningar.  <\/p>\n\n<p>Baserat p\u00e5 det lyckade pilotprojektet tas den nya anm\u00e4lningsmodellen i bruk i hela Finland. \u00c4ndringen publiceras som en del av Finnpilots tj\u00e4nstevillkor den 29 april 2026 och tr\u00e4der i kraft den 1 juni 2026. <\/p>\n\n<p>Finnpilots nuvarande servicevillkor samt de tj\u00e4nstevillkor som tr\u00e4der i kraft den 1.6 finns p\u00e5 sidan <a href=\"https:\/\/finnpilot.fi\/sv\/villkor-for-lotsningstjanster\/\">Tj\u00e4nstevillkor<\/a>.
