Order your company-specific pilotage TOS (Terms of Service) report

Starting in July 2025, Finnpilot will begin delivering company-specific reports on compliance with advance notification requirements related to pilotage orders (Terms of Service Report, TOS). 

Timely advance information is essential for the efficient planning and smooth execution of pilotage operations. Since September 1, 2023, the obligation to provide advance notifications to Finnpilot’s Pilot Dispatch Centre has been mandated by the Pilotage Act and the regulations issued by the Finnish Transport and Communications Agency Traficom. Finnpilot’s Terms of Service have also been updated to align with these requirements.

These regular reports aim to raise awareness of how well advance notifications are being provided and to increase transparency around this issue.

Why is timely advance information important?

Providing accurate and timely advance information helps to:

  • avoid unnecessary transport, thereby reducing both costs and emissions
  • ensure pilots and coxswains receive their legally mandated rest periods
  • help ensure pilot availability at the requested time

Currently, only about 25% of pilotage orders include advance notifications in accordance with the Terms of Service. Our goal is to significantly improve this rate.

What does the company-specific TOS report include?

Reports will be sent on the 5th day of each month and will cover data from the previous month. Each report consists of two separate parts, delivered as individual email attachments via the Power BI service:

  1. A summary of the previous month’s activity (types of advance notifications, ports, vessel-specific details, and long-term trends)
  2. A pilotage-by-pilotage breakdown showing the compliance rate for each individual pilotage
How can I receive the report for my company?

The report is intended for those responsible for ship clearance or related roles. Please ensure you are authorized to order the report on behalf of your company. If not, kindly forward this message to the appropriate person. The report can be sent to multiple recipients within your organization.

At this time, we are unable to provide region-specific reports, but the summary includes port-level data across different regions.

The content of the TOS reports was finalized in collaboration with the Finnish Shipbrokers Association through a dedicated working group during the 2024–2025 winter season. This collaboration provided valuable insights into advance notification practices, and the development work will continue in the autumn. New brochure illustrates advance notification and order deadlines for pilotage

Finnpilot has published a new English-language brochure (see below) that clearly illustrates all the deadlines related to ordering a pilot. The brochure is intended for use by vessels and agents.
